Avoiding Dangerous Climate Change: are the carbon markets up to the job?
The UK and EU have invested much energy and political capital in carbon markets as a key element of the global framework to address climate change. In the aftermath of Copenhagen and Cancun, it is important to ask whether these mechanisms are driving clean investment and innovation in industrialised countries, and whether offsetting approaches, such as the Clean Development Mechanism, are in need of radical reform or replacement.
