Commitments on action\, however\, remain too slow. The imperative for all countries now is to implement measures at the pace and scale required to meet the mutually agreed targets. COP 24 is a critical step in this process\, as during the conference the rules that govern signatories will be discussed and hopefully agreed. Once established\, these rules will set the requirements and trajectory for the commitments that countries will make to ratchet up their actions in 2020.
